Dear Ms. Wilson and Conservation Commission Members, The MA Division of Marine Fisheries (MA DMF) has reviewed the NOI application submitted by J. Arnette for the proposed residential dock at 593 East Broadway along the Merrimack River in Haverhill. The Merrimack River provides essential habitat for the passage, spawning, and early development of diadromous fish species including American eel (Anguilla rostrata), alewife (Alosa pseudoharengus), blueback herring (Alosa aestivalis), American shad (Alosa sapidissima), rainbow smelt (Osmerus mordax), white perch (Morone americana), Atlantic salmon (Salmo salar), Atlantic sturgeon (Acipenser oxyrinchus), and shortnose sturgeon (Acipenser brevirostrum) [1]. * MA DMF recommends helical anchors with elastic rodes be used to anchor the floats instead of concrete mooring blocks and chains to minimize disturbance to the riverbed and turbidity at the project site. * In addition, attached is the MA DMF Environmental Recommendations for Small Docks and Floats, which provides further details to supplement our comment letter.
